Two-step activationA new tenant starts suspended with all optional add-ons disabled. It cannot become active until an owner accepts the secure invitation.

Create tenant shell
Provision isolated organization records
The new tenant has no login or owner yet. Its selected package records feature entitlements only; no price or billing subscription is created. All optional add-ons start disabled. Its branded Desktop and Staff hostnames are reserved automatically and stay inactive until DNS and TLS are approved.

Secure owner onboarding
Issue the tenant's one-time activation
Local link only—no email is sent. Use a unique .invalid address. The raw one-time link appears once and is never written to the audit log.
